Same Index Scores as the table. Each write-up is the European headquarters or a working European office evidence — including who should skip the shop.

Billion Dollar Boy — London independent with the widest Europe analog
Billion Dollar Boy was founded in London in 2014 and still publishes London as home, with New York and New Orleans as the other offices. The public story is 200+ people and work across 60+ markets in North America, EMEA, and APAC, inside an independent group that also sells Companion for governance and FiveTwoNine for community intelligence. Adweek named it Social/Influencer Agency of the Year in 2025. That is the Europe lead in this index: a dedicated creator shop that did not sell into WPP, with an IPA membership that UK and EU buyers actually recognise. Named client lists were not on the about page we reviewed, so category proof is the published FMCG, beauty, and fashion analog rather than a logo wall. Partner badges were not found. Measurement sits in Companion, not in a public codes-and-pixels FAQ. Against The Goat Agency, remaining independent versus GroupM. Against SAMY, a London creator group versus a Madrid social network. Against DEPT, a specialist versus a 4,000-person digital machine. Against The Influencer Marketing Factory, a European centre of gravity versus a Miami headquarters that also keeps Amsterdam.
Skip if. Skip if you need a WPP parent, a Madrid contracting entity, or a US-led three-platform team with published partner badges.

The Goat Agency — London-founded holdco bench across 41 markets
The Goat Agency publishes London and New York as headquarters-class cities. It was founded in 2015, took Inflexion capital in 2021, and sold to WPP/GroupM in 2023. The bench is about 750 people across 41 markets, with IBEX as the decision layer. For a Europe brief that has to sit next to a GroupM media AOR, that parent and that market count are the product. It is not an independent, and we did not find a public TikTok, Meta, or YouTube partner badge in the materials reviewed. Measurement is holdco social, not a specialist revenue FAQ. Against Billion Dollar Boy, coverage and procurement path versus a London independent that stayed independent. Against Whalar, GroupM versus Accenture Song. Against SAMY, a London influencer specialist versus a Madrid social-and-software group. Against The Influencer Marketing Factory, 41 markets and a holdco MSA versus a 50-person team with an Amsterdam office. Use Goat when the Europe job is staffing, not a founder on Slack.
Skip if. Skip if you wanted a founder-led independent, a published partner-badge package, or a campaign that should not go through GroupM.

The Influencer Marketing Factory — Amsterdam office, not a European headquarters
The Influencer Marketing Factory is third on this page on purpose. Headquarters are Miami, with published offices in New York and Amsterdam and a team described as 50+ across the US, Europe, and Asia. Amsterdam is a working office, which is enough to clear the filter. It is not a London, Madrid, or Amsterdam headquarters, and it should not be read as one. What the shop does publish is dense: TikTok, Meta, and YouTube partner marks, named consumer work, and reporting framed as promo codes, pixels, and revenue. That is a specialist campaign team a European brand can hire for a three-platform burst. It is the wrong hire when the contract, the VAT entity, or the day-to-day bench has to be European-led. Index Score 9.6 is still the highest in the live set. This page does not sort by that number. Against Billion Dollar Boy and The Goat Agency, a US-led funnel versus London-founded multi-market shops. Against SAMY and DEPT, a 50-person specialist versus European networks measured in the thousands.
Skip if. Skip if you need a UK or EU contracting entity, Iberia-to-LatAm social scale, or influencer as one line inside a 4,000-person digital network.

Whalar — London creator shop inside Accenture Song
Whalar’s public centre is London, now inside Accenture Song. The product is consulting-integrated creator work: a brand engagement that already lives in Song, with creator programs staffed beside it rather than as a standalone campaign shop. Exclusive platform partnerships are part of the positioning. We did not isolate TikTok, Meta, or YouTube agency-partner certificates in the materials reviewed, so treat badges as unverified. Category-native case density is thinner in public than Billion Dollar Boy’s analog. The reason Whalar is on a Europe page is the London base plus a parent European and global buying committees already know. Measurement follows consulting process. Against The Goat Agency, Song versus WPP. Against SAMY, a creator-and-consulting layer versus a PE-backed social network with its own software. Against The Influencer Marketing Factory, process and parent versus a founder-led three-platform team. Use Whalar when the Europe brief is already an Accenture conversation.
Skip if. Skip if you wanted an independent, a Madrid social group, or a specialist that publishes partner badges and revenue reporting as the product.

SAMY — Madrid social network with its own software
SAMY is the Iberian and broader European social group in this index. Bridgepoint’s 2025 reinvestment note puts the founding in 2012 and describes a social-first business: influencer, social management, amplified paid social, and proprietary software. Headquarters are Madrid. LinkedIn’s band is 1,001–5,000. Named TikTok, Meta, or YouTube partner badges were not isolated on the homepage we reviewed. A current client roster was not published there either, so proof is the corporate record and the product shape, not a case-study wall. The hire is a brand that wants influencer, community, reviews, and paid social on one European supplier, with PE governance as a feature. Against Billion Dollar Boy, a Madrid network versus a London creator independent. Against DEPT, social-first versus a general digital invention company. Against The Influencer Marketing Factory, European scale and software versus a US-led campaign team that keeps an Amsterdam office. Do not brief SAMY as a 50-person Slack specialist.
Skip if. Skip if you need a London independent, a founder on the account, or a three-platform partner-badge package. SAMY is a European social machine.

DEPT — Amsterdam digital network, influencer as one line
DEPT was founded in Amsterdam in 2015 and describes itself as a growth-invention company: about 4,000 people, 30+ locations, Webby Agency of the Year across 2022–2024, a B Corp, and an NVIDIA partner relationship. Influencer marketing is a named service — discovery, strategy, paid amplification, attribution — inside that machine, not the firm. Public work on the broader roster includes names such as Google, Logitech, and eBay. Influencer-only case studies were not isolated on the service page we reviewed, and a dedicated TikTok, Meta, or YouTube influencer-partner badge was not isolated either. Europe proof is the headquarters city and the network, not a creator-shop identity. Against SAMY, a full digital stack versus a social-first group. Against Billion Dollar Boy, infrastructure versus a dedicated influencer independent. Against The Influencer Marketing Factory, a 4,000-person Amsterdam network versus a specialist that happens to keep an Amsterdam office. Hire DEPT when creator work has to share a contract with web, product, and paid.
Skip if. Skip if you wanted a dedicated influencer shop, a London creator independent, or a founder-led team that only runs three platforms.
