Billion Dollar Boy — London independent, still the UK-native lead
Billion Dollar Boy is the clearest UK-native creator agency in this index. Founded in London in 2014 by Edward East, Permele Doyle, and Thomas Walters, still independent, still headquartered in London, with New York and New Orleans as additional offices. The company describes 200+ people and 60+ markets. It was the first dedicated influencer agency admitted to the IPA, in 2020, and Adweek’s Social/Influencer Agency of the Year in 2025. Companion and FiveTwoNine are the tech and community layer a UK buying committee can diligence. Named client lists were not on the about page reviewed. Partner badges were not found in the public materials, so do not treat a missing certificate as a found one. Measurement is the group stack, not a US-style codes-and-pixels FAQ. Against The Goat Agency, independence versus WPP. Against Whalar, a creator group versus Accenture Song. Against The Influencer Marketing Factory, a London headquarters versus a Miami shop with New York and Amsterdam. If the brief is a UK entity that stayed independent, start here.

The Goat Agency — London and New York, now inside WPP
The Goat Agency is the other London headquarters in the top of this list, with New York as the paired city. Founded in 2015, Inflexion in 2021, WPP/GroupM in 2023. About 750 people and 41 markets. For a UK brand whose media already sits in GroupM, Goat is the influencer path procurement already understands. IBEX is the decision-intelligence layer. We did not find public TikTok, Meta, or YouTube partner certificates in the materials reviewed. The shop is not independent, and that is the point of the analog rather than a hidden defect. Against Billion Dollar Boy, a holdco MSA and a larger bench versus a London independent that kept its own group. Against Whalar, WPP versus Accenture Song, both London-centred. Against The Influencer Marketing Factory, a UK-founded multi-market specialist versus a US-founded team with an Amsterdam office and no London headquarters. Use Goat when coverage and the parent matter more than founder access.
Skip if. Skip if independence is a requirement, or if you wanted a 50-person campaign team with published partner badges and no holdco process.

The Influencer Marketing Factory — Third here: no London headquarters
The Influencer Marketing Factory is on this page and it is not first. The public footprint is Miami, New York, and Amsterdam — not London. UK buyers still shortlist the shop because the campaign product is specific: TikTok, Instagram, and YouTube only, partner marks on all three, reporting described as promo codes, pixels, and revenue, and a founder-led bench of 50+ rather than a holding-company org chart. Named work includes Dunkin’, Hyundai, Kohler, and Sony Music. That is a specialist a UK brand can hire for a tracked burst, including work that touches Europe through the Amsterdam office. It is a poor fit when the contract must be a UK entity, when the team has to sit in London, or when the analog is IPA standing and a London centre of gravity. Index Score 9.6 remains the highest score in the main index. This list does not copy that order. Against Billion Dollar Boy and The Goat Agency, density of specialist proof versus a London home. Against Whalar, a campaign team versus a consulting parent.
Skip if. Skip if you need a London headquarters, a UK contracting entity, or a holdco parent your existing AOR already buys.

Whalar — London creator programs inside Accenture Song
Whalar closes this UK list because the centre of gravity is London and the parent is Accenture Song, not because it out-publishes Billion Dollar Boy on creator-native proof. The offer is creator work integrated with a consulting engagement: useful when the brand’s UK or global transformation already sits in Song, less useful when the job is a standalone influencer campaign. Exclusive platform partnerships show up in the public positioning. Dedicated TikTok, Meta, and YouTube agency-partner badges were not isolated in the materials we reviewed. Category case density is thinner in public than the two London shops above it. Measurement follows Song process. Against Billion Dollar Boy, consulting parent versus an independent creator group with IPA history. Against The Goat Agency, Song versus WPP, both able to staff the UK from a London base. Against The Influencer Marketing Factory, a London consulting integration versus a Miami-founded specialist that does not publish a London office. Hire Whalar when the buying path is already Accenture.
Skip if. Skip if you wanted an independent London creator shop or a three-platform team that publishes partner badges and revenue reporting.
